A new federal law № 162 from 2 July 2013 implementing changes in the law on employment regulation “Concerning Employment in the Russian Federation” (hereinafter referred to as Federal Law № 162) came into effect on 14 July 2013.
The Law aimed at protection from discrimination in the labour market bans sharing any information about vacancies that may limit the rights or grant privileges to a candidate due to his/her sex, race, colour, nationality, language, origin, age, religion, property, family, social status, official capacity, place of residence, belonging to public associations or social group, or other circumstances not connected to professional qualities (except the cases when sharing such information is required by the federal Laws).
Person that spreads information about vacancies discriminating a candidate will be held administratively liable in accordance with legislation of the Russian Federation. Such administrative offense carries a fine imposed under administrative law: 500 – 1000 rubles for a citizen, 3000 – 5000 rubles for a public individual, 10000 – 15000 rubles for an artificial person
The ban is applied to all forms of information sharing by all citizens, public individuals and artificial persons.
