Аvailable environment comes to Elabuga

The problem of providing disabled people with available environment became the subject of the joint campaign of the Executive Committee of the Elabuga municipal district, the Department of social protection and the voluntary development centre “Volunteer”.
The term “available environment” means that  disabled citizens have a possibility to attend public places and the availability of special crossovers and wheelchair ramps. Volunteers and specialists in social protection organized a  campaign, during which they checked the infrastructure created in Elabuga for the wheelchair users to enable them to move about the town. They also listed the necessary steps which should be taken to make the town available for the disabled. For making this research clear, the wheelchair users, the specialists in social protection and the  volunteers had  a walk down one of the central streets of the town – Mir Avenue. It was found out that the most difficult for the wheelchair users is  to enter the stores and supermarkets, the existing wheelchair ramps are too steep, besides they require a special slip-proof surface.
Thanks to the  long-term special-purpose programme called “Available environment 2011-2015”  accepted in Tatarstan it became possible to take serious measures in this direction. On the basis of  this special-purpose programme a similar municipal programme is being worked out. Such walks are only the first stage of the programme,   It is a basis for  the plan of actions for beginning the works on providing free moving of the disabled persons along the town, attending the shops, medical, educational and social institutions. There are  about five thousand disabled persons at the municipal district of Elabuga, including 134 wheelchair users and 473 sight-disabled persons.
